Paul has worked as a journalist, attorney, and teacher. From until , he combined his communications and legal background in several posts, including as Executive Director of of the U.S. House of Representatives Policy Committee and Senior Adviser to the Chairman of the U.S. Securities and Exchange Commission, where he led the successful implementation of a computer language to improve public company financial reporting. In , he became Chief Strategy Officer of a non-profit organization dedicated to open standards to enhance individual control over personal information, simultaneously enhancing transparency and efficiency while protecting privacy.
